If you are caught stealing, accept the punishment the law promises you, or join the Thieves Guild.
There is no main entrance to the guild, only hidden doors, a sewer path, and a path from the rooftops to the balconies. Guild members can easily and discreetly go inside. This is a good hideout to hide if a guard is chasing you. There are places for gathering, lodging, discussing plans and preparing for dirty deeds. The guild keeps a lot of useful maps, building plans and secret papers with compromising materials. Their archive can be extremely useful. Just do not robbing them, no matter how simple it may seem. Their people are watching you.
