Goblins are known far and wide as vicious opportunists, who delight in ruin, and who destroy as much as they steal, but sometimes you need to make an honest living. This applies even to goblins, for they too know others need a place to spend their gold, and robbing with outrageous prices can be just as thrilling as robbing by the sword. Occasionally, these like-minded entrepreneurs gather, like slugs to dung, lashing their ships together and giving form to a flotilla. Not a one of them outright says, “Hey, let's start a flotilla,” but rather it comes about organically, growing like fungus and expanding as others lash up until you have an ugly, multilevel economic shanty rising up from whatever landscape it grew from.

The Bazaar Deck

Sitting just above the waves lies the Bazaar deck, home to the dozen or so shops that originally birthed the flotilla. Here you can find an exotic and eclectic mix of goods and services you're unlikely to find outside of larger cities, for the goblins are willing and eager to trade not only for gold but for unusual items as well. The downside, you're unlikely to find a good deal, unless the goblin is completely ignorant of the value of something in their possession. Thus, all goods and services are expensive, even by expensive standards, but these little Scrooges build their flotillas far from anything else and know the value of their remote shopping experience.

As for thieves and their guilds, the flotilla offers a fantastic place to off-load hot goods. Try and sell a noble's family sword in a city and someone's going to ask questions, so a guild will typically warehouse these high-profile goods and then ship them off to the flotilla when it makes sense. Given this distinction, the flotilla is host to all the lineages found across the world, made up of adventurers, pirates, and guildsmen, to give the flotilla a cosmopolitan feel at times.

Sleep Deck

The goblins aren't renowned for their clever uses of names, and as far as the flotilla goes it only gets worse from here, but it's at least self-explanatory. The sleep deck is for sleeping. Here is housed the flotillas population, living in shacks squeezed into whatever space is available, and those who can't find space just sleep in the refuse, because a bed is a bed when you can't hold your eyes open a minute longer. Though home mostly to goblinoids, there can be found the occasional expatriates and fugitives squirreled away in the jumble. 

Most recently, religion has come to the flotilla, because such a congregation of goblins attracts those looking to exploit the masses, and the cults of Maglubiyet just love a good goblin horde, so the shaman has claimed a handful of buildings and sells religion to the masses. Meanwhile, up on the Fun Deck, hobgoblins have likewise claimed a hut and set up a recruitment hub, but we'll get to that later.

Fun Deck

Later is now, for we have arrived at the Fun Deck, and if you haven't figured out what you might find on this deck I'll assume you’ve put all your stats in things other than intelligence. First, we'll go to the aforementioned hobgoblin recruitment center. Ever wonder where the hobgoblins get all those goblins they bully into their legions? No, me neither, but this recruitment hub is one of them. Located conventionally outside the tavern, recruiters entice the merrymakers into signing their lives away for a meaningful cause. Just sign (or scrawl) on the dotted line! As a bonus, the next door smoking den also provides a steady source of mind-addled recruits, making this a busy center indeed. Numbers are way up! The tavern is one of the most popular destinations on the flotilla which seems pretty self explanatory, while upstarts houses the - earmuffs - brothel. Not for the goblins, mind you, but for wayward travelers (and no, the workers aren't goblins). Yet, more often than not, clients rent these upstairs rooms simply for the comfortable beds and nothing else. 

In the central courtyard is located stadium seating that looks down over the Challenge Beam. Did I fail to mention the Challenge Beam? Might be because it stretches from the Bazaar Deck up to the Fun Deck, so it's a bit more complicated then a deck by deck description allows. Moving on to the platforms. Here are housed either siege weapons, for the flotilla’s defense, or cranes for moving around cargo. It's almost too straightforward, but knowing goblins, they have some method of making mischief here as well 

That leaves the Big House, and not like in a prison sense, but in a, “This is where the big goblin lives,” and not big in the sense of their body mass, but in - you got it - their sense of importance. Why are they important, you ask? I have no idea, for such is the ways of goblins. Perhaps they wield magic. Perhaps they have lots of gold. Maybe they are just so physically big that no one tries to tell them otherwise. Maybe they have a boil on their face vaguely shaped like Maglubiyet, and so everyone assumes it's ordained.

This Big Boss, so to speak, sits at the head of the economic development council and lives here in the Big House. Inside is a big meeting hall, a big bedroom, a big parlor, a big hallway, and a big vault. Big House. But do be careful not to enter the vault until you've disabled the trap door in the floor. It will spill intruders into the down below. Look for the lever in the hallway, it’s a skull. On a balcony outside is a stirring wheel… wait! Does the Flotilla move?

See Deck

No this is not a misspelling of Sea Deck. This is for seeing, or observing for you with the big brain. At this level you have the aforementioned house of ill repute (brothel), with a deck overlooking the recreational spaces below (not brothel). Then there's the watch post and its warning horn. That's it really.

Overview

This is an overview not a deck, but I guess if you feel like perching upon the tower like a vigilante, looking into the chaos below, this location is for you.

Multi-level Special Feature: The Challenge Beam

This is the single greatest source of group entertainment on the flotilla. Hanging between decks over the cove below is a beam covered in the blood and graffiti of challengers. 

You see, two opponents face off on opposite ends and fight along the length of the beam. “Oh, a fighting pit,” you say? No… this is not a pit, it’s a beam, but yes, and yet so much more. For not only is it a space for fighting but it’s an interactive group activity. You see, as the fighters go about maiming and murdering each other, the crowds are encouraged to activate the traps along the beam, which includes the saw, the grinder, and the pendulum, all of which can each be activated at different areas throughout the flotilla. The saw provides extra fun in itself as it requires two teams on either end pulling in either a game tug of war or in a teambuilding effort to make the saw the most efficient killing trap available. What a show!
