Bridges & checkpoints make for good chokepoints.
Populate the streets with crowds. Crowds create moral dilemmas & mobile hazards.
Host a chase where the quarry has a single-use jumping item & is running towards the city exterior. Use the city moat map as the tail end of the chase route.
