Horses kicking up dust interrupts the villagers going about their day. The villagers’ trepidation turns to despair as the District Magistrate and cronies emerge from the dust cloud waving tax writs. This is an unprecedented third time for the season. A father's desperate pleas for lenience are ended with a boot to the face. Rice, kimchee and makgeolli are loaded onto the Magistrates' wagon. With the wagon's departure, many villages weep openly knowing their stores are not enough for the winter ahead.
The steely eyed adopted son of the butcher has others plans, he picks up a cleaver and begins walking in the direction of the departing dust cloud.
